Update OUSD Harvester Config for CRV

The OUSD Harvester is currently failing as there is not enough liquidity in the SushiSwap CRV/ETH pool to swap 26,476 CRV to ETH and then ETH to USDT. The harvester will revert the swap if there is more than 3% slippage which is the case for 26,476 CRV. 

This proposal limits the amount of CRV that can be liquidated by the Harvester at one time to 4,000 CRV. That is a small enough amount to be under the 3% slippage requirement. 

The other Harvester config change is changing the harvester rewards for liquidating CRV from 1% to 2%. 2% is enough to cover costs when the gas price is 40 Gwei.

Automatic Voting Delegation for OGV Staking

Currently users must take a seperate step to delegate OGV to themselves in order to vote, and this must be done before a vote begins. This suprises many users who expect to be able to vote if they have veOGV.

This contract change will automaticly delegate a user's own votes to themselves the first or next time they stake or extend.

Vault Direct Reallocations

Currently all vault allocations must move from strategy to strategy. This can cost up to twice the needed gas costs in weekly reallocations, and is much more work to automate.

This proposal will allow funds to be moved directly to and from the vault.
